## At a glance

A [bridging loan](https://mortgagelane.com/definitions#def-bridging-loan) for an HMO funds the purchase and conversion of a property into a [house in multiple occupation](https://mortgagelane.com/definitions#def-hmo) — or the purchase of an existing HMO that needs work or licensing — until it is let, licensed and ready for an [HMO mortgage](https://mortgagelane.com/definitions#def-hmo-mortgage). The project succeeds or fails on rules and valuation: the property must meet licensing standards, any [Article 4 direction](https://mortgagelane.com/definitions#def-article-4) or planning requirement, and room sizes, and the HMO mortgage that repays the bridge may value the property on bricks-and-mortar value or on its income as an investment. The gap between the two can decide whether the exit releases capital or leaves a shortfall.

## How Mortgage Lane can help

Mortgage Lane arranges HMO bridging and HMO mortgages for investors converting family houses, buying unlicensed or tired HMOs, and expanding portfolios — personal and limited company.

## What is HMO bridging finance?

[HMO bridging finance](https://mortgagelane.com/definitions#def-hmo-bridging) is a short-term loan secured on a property being bought or converted for multiple occupation, repaid by a house in multiple occupation (HMO) mortgage or sale once the HMO is licensed and let. It is usually unregulated commercial lending. See the [HMO mortgages guide](https://mortgagelane.com/guides/hmo-mortgage-guide).

## Rates

**How the pricing is built:** HMO bridges are priced monthly by loan-to-value and works; conversions and first-time HMO investors pay more. Compare total cost to licensing and refinance.

## Criteria

*Criteria*

| Criterion | Value |
| --- | --- |
| Security | House or existing HMO |
| Works | Conversion funded in stages at some lenders |
| Planning | England: C3 to C4 may be permitted development unless restricted; larger HMOs usually need planning permission |
| Licensing | England: mandatory for 5+ occupants in 2+ households sharing facilities; local schemes may cover smaller HMOs |
| Room sizes | England: 6.51 m² for one person over 10; 10.22 m² for two; councils can require more |
| Experience | First-time HMO investors accepted by some lenders |
| Exit | HMO mortgage on bricks-and-mortar or investment value |

*Criteria vary by lender and must be checked for your application.*

## Types of HMO bridge

- **Conversion** of a family house to a small or large HMO.
- **Upgrade** of an existing HMO to meet licensing.
- **Purchase** of an HMO from a landlord exiting.
- **Refinance** out of an expensive loan before an HMO mortgage.

## Licensing and planning

The rules below concern England. Scotland, Wales and Northern Ireland have different licensing and planning systems; confirm the position with the local authority.

- **[Mandatory licensing](https://mortgagelane.com/definitions#def-hmo-licence)** — five or more occupants forming two or more households.
- **Additional or [selective licensing](https://mortgagelane.com/definitions#def-selective-licensing)** — set by councils for smaller HMOs or areas.
- **Article 4 directions** — remove the [permitted development](https://mortgagelane.com/definitions#def-permitted-development) right to change a house (C3) to a small HMO (C4), requiring planning.
- **Seven or more occupants** — [sui generis](https://mortgagelane.com/definitions#def-sui-generis) use, requiring planning permission.
- **Room sizes and amenities** — minimum bedroom sizes, kitchens, bathrooms and fire safety.

## Valuation basis

Lenders value HMOs either on **bricks-and-mortar** value — what the building would fetch as a house — or on **investment** value based on rental income. [Investment value](https://mortgagelane.com/definitions#def-investment-valuation) is usually higher for good HMOs, and the HMO mortgage lender's basis decides how much the exit releases.

## How it works

01

### Step 1

Property, planning and licensing reviewed.

02

### Step 2

HMO mortgage exit identified and valuation basis agreed.

03

### Step 3

Bridge and works funding sized.

04

### Step 4

Conversion, licensing and lettings.

05

### Step 5

Refinance to HMO mortgage.

## Bricks-and-mortar or investment value: the arithmetic

**An illustrative four-bed house bought for £250,000 and converted to a six-bed licensed HMO for £60,000; the bridge [redemption figure](https://mortgagelane.com/definitions#def-redemption-statement) is about £250,000.**

### Illustrative figures

*Bricks-and-mortar or investment value: the arithmetic*

| Valuation basis | Value | HMO mortgage at 75% | Against £250,000 redemption |
| --- | --- | --- | --- |
| Bricks-and-mortar | £320,000 | £240,000 | £10,000 short |
| Investment (income-based) | £400,000 | £300,000 | £50,000 released |

*Illustrative; values, loan-to-values and redemption are assumptions for this example; the [rental stress test](https://mortgagelane.com/definitions#def-rental-stress-test) may cap either loan. Not an offer of finance.*

The same HMO either leaves the investor £10,000 short or releases £50,000, depending on the [lender's valuation](https://mortgagelane.com/definitions#def-mortgage-valuation) basis.

### What decides the case

Check planning and licensing before buying, and choose the HMO mortgage exit — and its valuation basis — before the bridge completes.

## Regulation and the property used as security

Regulation depends on the borrower, the security, its intended use and any applicable exemption. A loan to an individual or trustees secured on land used or intended for use as a dwelling may fall within the [regulated mortgage](https://mortgagelane.com/definitions#def-regulated-mortgage) rules; business lending has additional exclusions. Ask the adviser to confirm the classification before proceeding.

Bridging interest is worked as simple interest on the amount advanced, the value basis and ownership period are the ones you enter, and the rent test uses your cover ratio and test rate; each lender sets its own. For a residential exit the lender also tests your income, which this calculator does not; in our experience lenders lend up to 5 times gross income less outgoings, and up to 6 times for professionals and on specialist products. This is not a mortgage offer. Your home or property may be repossessed if you do not keep up repayments on your mortgage.

## Bridging Loans for HMOs FAQs

**Q: What is an HMO bridging loan?**

faq-id: short-term-finance-bridging-finance-for-hmos-what-is-an-hmo-bridging-loan

An HMO bridging loan is short-term finance secured on a property being bought or converted into a house in multiple occupation (HMO), repaid by an HMO mortgage or sale once the property is licensed and let.

**Q: Why use a bridge for an HMO?**

faq-id: short-term-finance-bridging-finance-for-hmos-why-use-a-bridge-for-an-hmo

A bridge suits HMO projects because the property often needs conversion, licensing and letting before an HMO mortgage lender will lend, and because purchases may need to complete quickly. The bridge buys the time those steps take.

**Q: Can I convert a house to an HMO with a bridging loan?**

faq-id: short-term-finance-bridging-finance-for-hmos-can-i-convert-a-house-to-an-hmo-with-a-bridging-loan

You can convert a house to an HMO with a bridging loan funding the purchase and, with some lenders, the works in stages. Planning and licensing requirements are checked before buying.

**Q: Can a bridge fund HMO conversion works?**

faq-id: short-term-finance-bridging-finance-for-hmos-can-a-bridge-fund-hmo-conversion-works

Some bridging lenders fund conversion works in stages after inspections, with the total capped by a percentage of the value after works. Others fund only the purchase, leaving works to be funded from savings.

**Q: Can I buy an unlicensed HMO with a bridge?**

faq-id: short-term-finance-bridging-finance-for-hmos-can-i-buy-an-unlicensed-hmo-with-a-bridge

A bridge can fund buying an unlicensed or substandard HMO and the works to bring it to licensing standard. The HMO mortgage exit depends on obtaining the licence.

**Q: Can first-time investors get HMO bridging?**

faq-id: short-term-finance-bridging-finance-for-hmos-can-first-time-investors-get-hmo-bridging

Some lenders offer HMO bridging to first-time HMO investors, often with lower loan-to-values or a requirement for prior landlord experience. The HMO mortgage exit may also require experience. Prior single-let experience often widens choice.

**Q: How long does an HMO conversion take?**

faq-id: short-term-finance-bridging-finance-for-hmos-how-long-does-an-hmo-conversion-take

An HMO conversion commonly takes a few months, plus time for licensing and letting rooms. The bridge term should cover works, licensing, lettings and the HMO mortgage application. Allowing extra time for licensing avoids an expensive extension.

**Q: When does an HMO need a licence?**

faq-id: short-term-finance-bridging-finance-for-hmos-when-does-an-hmo-need-a-licence

In England, an HMO needs a mandatory licence if five or more people forming two or more households live there. Councils can also require additional or selective licences for smaller HMOs or areas.

**Q: What is an Article 4 direction?**

faq-id: short-term-finance-bridging-finance-for-hmos-what-is-an-article-4-direction

An Article 4 direction is a council order removing permitted development rights in an area — for HMOs, the right to change a house ([use class](https://mortgagelane.com/definitions#def-use-class) C3) to a small house in multiple occupation (use class C4) without planning permission.

**Q: Do I need planning permission for an HMO?**

faq-id: short-term-finance-bridging-finance-for-hmos-do-i-need-planning-permission-for-an-hmo

A small HMO for three to six people can often be created under permitted development, unless an Article 4 direction applies. An HMO for seven or more occupants is sui generis and needs planning permission.

**Q: What are the minimum room sizes for an HMO?**

faq-id: short-term-finance-bridging-finance-for-hmos-what-are-the-minimum-room-sizes-for-an-hmo

In licensed HMOs in England, a bedroom for one adult must be at least 6.51 square metres and for two adults at least 10.22 square metres, under the mandatory licence conditions.

**Q: What fire safety does an HMO need?**

faq-id: short-term-finance-bridging-finance-for-hmos-what-fire-safety-does-an-hmo-need

HMOs need fire safety measures such as fire doors, alarms and escape routes appropriate to their size and layout, assessed under housing fire safety guidance and licensing conditions.

**Q: Can lenders refuse an HMO without a licence?**

faq-id: short-term-finance-bridging-finance-for-hmos-can-lenders-refuse-an-hmo-without-a-licence

Most HMO mortgage lenders require a licence where one is legally needed, or evidence of an application, before lending. Bridging lenders may lend before licensing, with the licence as part of the exit.

**Q: How are HMOs valued?**

faq-id: short-term-finance-bridging-finance-for-hmos-how-are-hmos-valued

HMOs are valued either on bricks-and-mortar value, as a house, or on investment value based on rental income. Investment value is often higher for well-let HMOs.

**Q: Which HMO valuation basis gives a bigger mortgage?**

faq-id: short-term-finance-bridging-finance-for-hmos-which-hmo-valuation-basis-gives-a-bigger-mortgage

Investment value, based on rental income, usually supports a larger HMO mortgage than bricks-and-mortar value for a well-let HMO. Lenders differ, so the basis is agreed before relying on it as the exit.

**Q: Do lenders limit HMO size?**

faq-id: short-term-finance-bridging-finance-for-hmos-do-lenders-limit-hmo-size

Many HMO lenders set limits on the number of bedrooms or occupants, with larger HMOs going to specialist lenders. The size is checked against the exit lender's criteria before conversion.

**Q: What is the exit from an HMO bridge?**

faq-id: short-term-finance-bridging-finance-for-hmos-what-is-the-exit-from-an-hmo-bridge

The usual exit is an HMO mortgage once the property is licensed and let, assessed on value and on the rent against the lender's stress test. A sale is the alternative.

**Q: How is HMO rent assessed for the mortgage?**

faq-id: short-term-finance-bridging-finance-for-hmos-how-is-hmo-rent-assessed-for-the-mortgage

HMO mortgage lenders stress-test the total room rents against interest at their [stress rate](https://mortgagelane.com/definitions#def-affordability-stress-rate) and [interest cover ratio](https://mortgagelane.com/definitions#def-interest-coverage-ratio), alongside loan-to-value. Vacant rooms are usually assessed on achievable market rent. Some lenders also apply their own rent assumptions.

**Q: Can a limited company bridge an HMO?**

faq-id: short-term-finance-bridging-finance-for-hmos-can-a-limited-company-bridge-an-hmo

Limited companies and [special purpose vehicles](https://mortgagelane.com/definitions#def-spv-mortgage) (SPVs) commonly bridge HMOs, with directors' [personal guarantees](https://mortgagelane.com/definitions#def-personal-guarantee), then refinance onto limited company HMO mortgages. Holding the HMO in a company can suit investors whose tax position favours company ownership, which an accountant confirms before buying.

**Q: Is HMO bridging regulated?**

faq-id: short-term-finance-bridging-finance-for-hmos-is-hmo-bridging-regulated

HMO bridging is usually unregulated commercial lending, because the investor does not live in the property. Occupation or intended occupation by the borrower or a related person can change the position. The lender must check the borrower, land use and applicable exemptions.
